Overpass Opened 3 Years Ahead of Schedule After Reconstruction

At the opening ceremony, the head of the Penza Oblast Oleg Melnichenko thanked Russian President Vladimir Putin and Deputy Prime Minister of the Russian Federation Marat Khusnullin for their great support in the implementation of this capital-intensive project in Penza.  
Igor Kostyuchenko, Deputy Head of the Federal Highway Agency, and Igor Starygin, General Director of the Russian Association of Territorial Highway Management Bodies "Rador", also took part in the opening of the overpass.
The large-scale motor transport facility was created within the national project "Safe High-quality Roads". Thanks to Oleg Melnichenko's personal participation in solving issues of advanced financing, the support of the federal center, the overpass was built three years ahead of schedule.
Oleg Melnichenko noted that Penza is rapidly growing and developing, including in the southern direction.
"And at some point, automobile traffic and traffic jams became a problem," Oleg Melnichenko clarified. The old road under the railway tracks, under the bridge, has become a source of constant congestion and inconvenience for our citizens. It is absolutely clear that in order for the new districts of the city to develop, they need to be connected by good roads".
"So, the decision was made, and thanks to the support of the President of the Russian Federation, the Penza Oblast received 3.5 billion rubles to implement this project," the governor recalled. Initially, the completion of the project was planned for 2026. But our region has allocated additional financing of 1 billion rubles, and this is quite a large amount. Thanks to the active position of Rosavtodor, the Ministry of Transport of the Russian Federation and the great help of Deputy Prime Minister of the Russian Federation Marat Khusnullin, we managed to solve the issues of federal funding, so that the facility will be commissioned in 2023."
The head of the region expressed gratitude to the builders for their high–quality work.
"I have visited the facility more than once, and I want to thank the management, contractors and employees once again for their selfless work," Oleg Melnichenko emphasized.
"I think that the opportunity that our motorists will get now will seriously relieve the traffic of Penza. This road was planned and executed with a 20-year plan, that is, it contains the potential for the development of both the industrial and logistics zones of the city, and the urban development potential," the governor explained.
The new facility includes bridges and overpasses over railway tracks. The total length is almost 7 km, 4 traffic lanes are organized, and the width of the roadway is from 14 to 16.5 meters. The total cost of reconstruction amounted to 4.5 billion rubles.
According to the deputy head of Rosavtodor Igor Kostyuchenko, this is a very important facility for the Penza Oblast.
"A lot of attention is paid to the development of regional roads by the Penza government, and the Government of the Russian Federation, and personally the President," said the head of the Federal Road Agency (Rosavtodor). But without the personal involvement of governor, such an effect that we see here today would not have been achieved. This is when we accumulate all possible financial resources."
The "Rador" General Director called the new overpass in Penza unique, worthy to enter the textbooks on road construction.
"This complex engineering structure solves the issues of logistics and transport infrastructure of the city, provides new transit routes, and connects several neighborhoods. I am sure that all residents will note the great contribution that was made by all participants of the project," Igor Starygin summed up.
