The main topic of discussion was the trust of citizens in the authorities.
The Plenipotentiary Representative of the President in the Volga Federal District, Igor Komarov, noted that the issue of trust is extremely important in ensuring stable communication between state institutions and society, maintaining socio-political stability, and progressive development of the country.
"Yesterday we attended the announcement of the President's Address to the Federal Assembly. In his speech, Vladimir Putin outlined large–scale tasks for the development of our state. Their completion largely depends on public solidarity and cooperation at all levels of government and active interaction with citizens," Igor Komarov emphasized.
Oleg Melnichenko reported to the head of the Volga Federal District on measures to form an all–Russian civic identity in the VFD regions, including the Penza Oblast.
"It is necessary that every resident of the district be aware of their belonging to the Russian state, share its common values and personal responsibility for its fate," the governor stressed.
In 11 regions of the Volga Federal District, state programs are being implemented aimed at developing youth initiatives, patriotic education of citizens and pre-conscription training of the population. Work with young people covers several areas: military, patriotic, and civil education.
The head of the region spoke about the most significant projects being implemented in the Penza Oblast: the military-patriotic training camp "Guardsman, the youth police assistance unit "Tiger", the "School of the Young Archaeologist", which is planned to be presented at the district iVolga forum this year.
The Governor also talked about the principles of the Strategic Council, whose experts, together with the authorities, deal with issues of socio-economic and socio-political development of the region.
Oleg Melnichenko made a proposal to include sections on the formation of an all-Russian civic identity in all programs of the Volga Federal District in the field of youth policy and patriotic education.
"I propose to organize a specialized platform for teachers and employees of additional education to share experiences and replicate the most successful practices," the governor summed up.
Igor Komarov stated that the development of positive practices strengthens citizens' trust in the authorities.
"Strengthening trust between the government and society is our key task," said Vladimir Tabak, Director General of Regional Dialogue foundation. As Vladimir Putin stressed in his message to the Federal Assembly, it is municipalities that are closest to citizens. Therefore, their support should be comprehensive, especially when we talk about their communication with residents."
At the initiative of Oleg Melnichenko, it is planned to create a municipal management center in the city of Penza. The center will work to improve communication between representatives of the municipal government and residents of the city.
