Oleg Melnichenko and Yevgenia Gutsul met at the St. Petersburg International Economic Forum.

In March 2024, the Governor of the Penza Oblast and the head of the autonomous territorial entity of Gagauzia of the Republic of Moldova discussed the prospects for developing cooperation within the World Youth Festival held in Sochi. An agreement was reached to create a working group that will work out issues of interaction.

"We have a rather difficult moment in our country, the presidential elections are coming up. I hope that their results will be adequate, that Moldova will be freed from the current regime of Maia Sandu, since the events of recent years show that it can follow the Ukrainian scenario with Transnistria or Gagauzia, " said Yevgenia Gutsul. We strive for victory, and we cannot be broken. We need to be friends with Russia once again."

"We support you," Oleg Melnichenko said. The Penza Oblast signed a cooperation agreement with Gagauzia two decades ago, and we still support it. We need to step up our joint work. Our entrepreneurs and retail chains are interested in your products."

Yevgenia Gutsul said that Gagauzia has submitted an application to the Ministry of Agriculture of the Russian Federation for certification of agricultural products produced in Gagauzia (fruits and berries). This opens up prospects for increasing trade turnover.

The governor invited the head of Gagauzia to the Lermontov holiday.

"This year marks the 210th anniversary of the birth of the great poet Mikhail Lermontov. Most of his short but very bright life was spent on his grandmother's estate in Tarkhany, Penza Oblast, " Oleg Melnichenko said. Every year we hold a poetry festival with a big cultural program, and we invite you to join us."

He also invited Gagauz poets, writers, literary and theater critics to take part in creative competitions held in the Penza Oblast.

"Even remotely, residents of our regions can learn more about each other's culture. This can be joint creative projects, and video broadcasting of concerts. We will establish a cultural exchange," Oleg Melnichenko suggested.

"No one can prevent our peoples from being friends," stated Yevgenia Gutsul.
