A three-day business trip of the Penza Oblast delegation to Shaanxi Province took place under the leadership of Oleg Melnichenko.

The working visit was conducted within of the cooperation agreement between the regions signed in November 2023.

"The strategic partnership between Russia and China is developing, as President of the People's Republic of China Xi Jinping said. Our President Vladimir Putin notes that cooperation between Russia and China has become a model of how relations between states should be built in the modern world," Oleg Melnichenko stressed.

"The agreement between Shaanxi Province and the Penza Oblast is being implemented, expanding partnership in trade, industry, science, education, and culture," Oleg Melnichenko added.

The Penza delegation included representatives of manufacturing, business, construction industry, as well as political and scientific community of the region.

"The program of the visit turned out to be informative, and the trip brought positive results," said Oleg Melnichenko.

In particular, the next step was taken in the inter-municipal cooperation of Penza with the cities of Baoji and Xi’anyang. Action plans for the implementation of previously concluded agreements for 2024-2026 were signed on Chinese territory. This is a road map with specific measures to implement the agreements reached.

One of the goals of the delegation's visit was to get acquainted with local production sites. The Governor visited large Chinese enterprises that use smart technologies to produce Geely cars, unmanned aerial vehicles, and machine tools.

"Interaction in the field of machine tool construction remains a priority area of cooperation for the Penza Oblast. But we also need to develop new areas of joint activity. We are considering a partnership in organizing the production of elevator equipment. We suggested using the site of the industrial park "Master" in Serdobsk for the production of automotive industry components. I invited the management of the UAV manufacturing plant to Penza to discuss the prospects for joint work. Drones can be used very effectively in forestry and agriculture," Oleg Melnichenko informed.

The head of the region drew the attention of Chinese colleagues to the prospects of participation in investment projects. Representatives of the Penza business community had the opportunity to discuss ways of joint activity at the specially organized B2B forum "Penza-Shaanxi: New Horizons of Cooperation". About 100 Chinese companies in Shaanxi province showed interest in the negotiations.

"There is a growing interest in Penza products in China. Our producers have new business partners after the exhibition in Xi'an. We expect an increase in trade turnover with China, " Oleg Melnichenko stated, recalling the agreements signed during the visit of the Chinese company Xi’an Aijiu.

During the visit to China, a trilateral agreement was also signed between Penza State University, Baoji Institute of Arts and Sciences, and Baoji Railway Institute.

"We will step up student exchange and open international cultural centers in our universities. We need to encourage our young people to learn Chinese language, and know more about culture and history," the Governor concluded.
