Penza Oblast Among Best Regions in School Renovation

The topic of modernization of educational institutions was discussed at a meeting of the headquarters of the United Russia party and the Ministry of Education.
Deputy Chairman of the regional government Oleg Yagov, Deputy Minister of Education Nadezhda Bildiy, Deputy of the Penza City Duma, Rector of the Penza State Agrarian University Oleg Kukharev and Deputy Chairman of the Legislative Assembly of the Penza Oblast, Head of the Regional Executive Committee of the Penza regional branch of the United Russia Party Sergey Melnikov took part in the meeting via videoconference from the Penza Oblast.
The Minister of Education Sergey Kravtsov drew attention to the fact that in a number of regions might fail to fulfill their obligations under the national project "Education".
"We talked about the possibility of sending petitions to postpone the commissioning of schools under construction. We agreed with 48 regions’ management and applied to the Government. We have received permission to transfer several dozen schools for various reasons to 2025. At the same time, there were no such applications for the newly named 88 schools, with the exception of six that are technically not subject to transfer. This is unacceptable," said Sergey Kravtsov.
The Minister also stressed that all the planned facilities should be put into operation on time. In case of violation of obligations under the program, the work will be financed not from the federal budget, but from the regional one.
The Penza Oblast was named among the successful implementers of the national project and related programs. So, the overhaul in 2024 was held in 11 schools in the region. On September 1 of this year, new educational institutions opened their doors in the Zarya and GPZ microdistricts (both 1,100-seat schools) in Penza, as well as an educational organization with 550 seats in Bessonovka. A new school for 160 places in the village of Bolshoy Vyas, Luninsky district, has been operating since February of this year. As a result, a total of 2,190 new educational places were created.
Construction of a secondary school for 1,100 children in the 7th Arbekovo microdistrict will begin in Penza in 2025. The project is scheduled for three years with a total funding of more than 2 billion rubles.
Next year, major repairs of five facilities will be completed: in Bashmakovsky (three facilities) and Shemysheysky districts and in the city of Penza. It is also planned to repair ten general education organizations: in Nizhnelomovsky (two objects), Pachelmsky, Belinsky, Gorodishchensky, Kolyshleisky, Kuznetsky, Maloserdobinsky, Mokshansky and Narovchatsky districts.
Starting from 2025, new projects will be implemented to overhaul kindergartens and secondary vocational education institutions (participants of the federal project "Professional education"). The plans for the next year include major repairs of two kindergartens in Issinsky district and Penza, as well as one professional education institution (a dormitory of the Penza College of Architecture and Construction).
In 2026, it is planned to continue the construction of a school in the 7th Arbekovo microdistrict. The Penza Social and Pedagogical College will also be overhauled. Federal funds will be used to overhaul five kindergartens in Nizhnelomovsky, Spassky, Neverskinsky, Kamensky and Pachelmsky districts.
In 2026, 12 schools will be renovated (in Bessonovsky, Bashmakovsky, Gorodishchensky, Kolyshleisky, Luninsky, Maloserdobinsky, Narovchatsky, Nizhnelomovsky, Serdobsky, Belinsky districts and in Penza.
Also, five objects will be renovated under two-year projects in Kuznetsk and Penza Oblasts and the city of Penza (three objects, including multidisciplinary Gymnasium No. 13).
The United Russia school overhaul program is implemented jointly with the Ministry of Education of the Russian Federation. The works are part of the party's program and were initiated by the President of the Russian Federation Vladimir Putin at the United Russia Congress in 2021. All stages are controlled by the public headquarters that United Russia and the Ministry of Education have formed in the regions.
