During her visit to the Nizhnelomovsky District, Oksana Lut toured facilities of the turkey production complex operated by the Damate Group, as well as infrastructure built under the state program Comprehensive Development of Rural Territories.
The federal minister inspected the technological capabilities of Damate’s turkey processing plants, particularly noting the high level of modern technology implementation. One standout example is the fully automated finished goods warehouse, where not a single person is present—every process is handled by machines.
By the end of 2024, Damate Group increased its annual turkey production to 241,500 tons (slaughter weight), topping the ranking of Russia’s largest producers for the seventh time. Plans are already underway to increase turkey production in the Penza Oblast to 300,000 tons per year. As part of this expansion, eight new turkey rearing and fattening units are expected to be built in the region over the next five years.
Oksana Lut emphasized Russia’s high level of self-sufficiency in livestock production, now at 102%. This opens the door for expanding exports to partner countries. She also reminded that, under the President’s Decree, Russia’s agro-industrial complex is tasked with increasing production by 25% by 2030. Contributing to this goal will be the new national project Technological Support for Food Security, launched this year.
Lut also highlighted the important role of the Volga Federal District regions in achieving national targets. For example, in 2024, the Penza Oblast’s livestock output grew by 3.3%, surpassing the national average thanks largely to government support measures.
Nikolai Simonov, Chairman of the Penza Regional Government, noted that the region has built strong cooperation with Russia’s Ministry of Agriculture, following the governor's directives.
“In 2025, over 2.2 billion rubles are allocated to support agro-industrial enterprises, with more than 70% coming from the federal budget. The results speak for themselves—just look at our stores, where the shelves are full of local products,” Simonov said.
Thanks to the adoption of new technologies and the construction of modern farms, both productivity and wages in the agricultural sector have increased.
Efforts are also being made to improve rural living standards. Through the Comprehensive Development of Rural Territories program, the Nizhnelomovsky District has seen the construction of the “Solovyi” residential complex (over 100 apartments) and 37 terraced houses (190 apartments totaling over 10,000 square meters).
For residents’ convenience, roads and social infrastructure are being built and renovated, including playgrounds, sports facilities, waste collection areas, water pipelines, sewage networks, and pumping stations.
As part of the Demography national project, the village of Krivosheyevka saw the opening of the “Teremok” kindergarten in 2022, with capacity for 150 children and an indoor pool.
Oksana Lut visited these social facilities and new apartment buildings constructed for local agricultural workers. She praised the comfort and convenience of the housing, as well as the well-developed community infrastructure.
Work to enhance quality of life in small settlements across the region will continue. This year, the Penza Oblast will receive an additional 350 million rubles for rural development.
