The plenary session was held in the presence of the Presidential Plenipotentiary Envoy to the Volga Federal District and the Governor. The event was also attended by Yevgeny Lyulin, Chairman of the Council of Legislators of the Volga Federal District and Chairman of the Legislative Assembly of Nizhny Novgorod Region, State Duma deputies Aleksandr Samokutyaev and Dmitry Kadenkov, Russian senators Oleg Golov and Nikolay Kondratyuk, as well as representatives of legislative and executive authorities from the regions of the district.
The main topics of the meeting were the development of mass sports and improving accessibility of sports infrastructure, as well as children's health improvement and recreation. Igor Komarov emphasized that every second resident of the Volga Federal District regularly engages in sports.
"In the Volga Federal District, the level of provision of sports facilities for citizens has increased. The indicator we are now focusing on is 70% (this is the percentage of the country's population aged 3 to 79 years who should regularly engage in sports in Russia by 2030). This goal was set by our President Vladimir Putin. If we talk about satisfaction with conditions for sports, this indicator is also high - more than 63%," noted the Presidential Plenipotentiary Envoy to the Volga Federal District.
Oleg Melnichenko thanked for choosing Penza as the venue for discussing the topic, noting that the region has more than 4,500 sports facilities. These include sports grounds and gyms, football fields, swimming pools, and stadiums.
"The occupancy rate of our sports facilities is 75%, and the level of provision of sports facilities for the population is about 80%," the Governor reported.
The head of the region noted that children's health camps help introduce children to a healthy lifestyle. These camps in Penza region are being actively renovated. Over the past three years, 517 million rubles have been allocated for modernization. In 2025, 264 million rubles were allocated. This has made it possible to increase the number of children vacationing by 1,200.
"With the support and assistance of Valentina Matviyenko, for two consecutive years we have used a program initiated by the Federation Council and built two prefabricated buildings each in three camps," Oleg Melnichenko informed.
The head of the region paid special attention to the modernization of the Meridian sports and recreation camp, which was approached systematically.
The plenary session considered two reports, including one from the host region. Vadim Supikov, Chairman of the Legislative Assembly of Penza Region, reported on improving the regulatory framework for the development of mass sports and accessibility of sports infrastructure in the constituent entities of the Russian Federation in the Volga Federal District.
The proposals and initiatives voiced during the discussion will be included in the final document.
