A working meeting between the Deputy Chief of Staff of the Russian Government and the Governor took place at the regional government.
Special attention was given to the results of the federal project to stimulate the birth rate. In the Zemetchinsky and Serdobsky districts, 100 measures across 9 spheres were implemented from 2023 to 2025.
Thanks to measures aimed at improving quality of life, the number of children born in Zemetchinsky District increased by 25.9%. In Serdobsky District, the number of women registering for pregnancy care grew by 20.9% in 2025. The abortion rate decreased by 77.8% in Zemetchinsky District and by 57.4% in Serdobsky District.
"I thank you and Deputy Prime Minister Tatyana Alekseyevna Golikova for your federal-level support of the project. We have begun scaling the best practices across the entire region. We introduced a regional family capital of 1 million rubles for a second child, and with the approval of First Deputy Prime Minister Denis Valentinovich Manturov, we are preparing to introduce corporate support measures for employees of industrial enterprises," stated Oleg Melnichenko.
"The results are impressive. I am deeply convinced this was achieved through your personal involvement and the commitment of your team. The pilot project hasn't ended, we will continue monitoring, understanding that its outcomes are long-term, not immediate effects," emphasized Olga Krivonos.
The Deputy Chief of Staff of the Russian Government also supported the regional head's efforts to open women's health clinics under the new "Maternal and Child Health Protection" program of the national project "Family."
"You have a significant number of women of reproductive age – 274,000 – and notably, unlike many other regions, their numbers are not declining," she noted. "Your undertaking of a second pilot project working with industrial enterprises is highly valuable. Implementing such projects is crucial for scaling positive experiences across the country. As we know, Denis Valentinovich Manturov reported to the President on Penza Oblast's interest in being a pioneer."
The Governor reported that several Penza enterprises have already agreed to participate in establishing corporate kindergartens and nurseries. A site for the first such preschool facility is currently being identified.
