A ceremony dedicated to the upcoming Day of Russian Science was held at the House of Officers Cultural Development Center. The professional holiday was celebrated by honored and young scientists making significant contributions to the development of Penza science, as well as representatives of enterprises closely collaborating with the region's higher education institutions.
Oleg Melnichenko expressed gratitude for their work.
"Please accept my most sincere congratulations on our shared holiday," the Governor addressed the event's guests. "We celebrate the work and talent of everyone contributing to the development of our science. Representatives of the Penza scientific community are advancing fundamental and applied knowledge. Their ideas find practical application. It is very important that all developments have significant industrial and practical value."
Oleg Melnichenko noted the contribution of each Penza university to this process.
Penza State University participates in a pilot project by the Ministry of Science and Higher Education of the Russian Federation together with the Russian Academy of Sciences, aimed at forming state assignments with input from the scientific community and customers. The university has prepared 13 proposals, with 2 projects already included in the 2026-2028 budget cycle. Additionally, in 2025, 10 projects from PSU were among the winners of competitions held by the Russian Science Foundation.
The Governor described Penza State Technological University as the link between science and practice. Last year, PenzGTU became a participant in the federal project "Professionalitet," receiving a grant to create a secondary vocational education cluster in the electronic industry sector. "The cluster will be established this academic year at the Zarechny Technological Institute. I am confident that graduates will join the ranks of our best specialists at industrial enterprises," emphasized Oleg Melnichenko. Last year, 6 projects from PenzGTU were awarded grants from the Russian Science Foundation.
Penza State Agrarian University is also among the leaders in collaboration with enterprises, participating in the federal project "Personnel in Agriculture." Last year, PSAU concluded 114 contracts for research work. Its scientists also received three medals and one commendation at the "Golden Autumn" Russian Agricultural Exhibition.
Penza State University of Architecture and Construction contributed last year to creating a socially significant facility by developing documentation for a 550-seat school in the rapidly developing Lugometriya microdistrict of Penza.
The Penza Artillery Engineering Institute conducts extensive research work, including orders from the Russian Ministry of Defense.
Professor of the Penza Artillery Engineering Institute Viktor Alchinov, an honored worker of higher professional education of the Russian Federation, was awarded the Order "For Loyalty to Duty." The Doctor of Technical Sciences holds 32 patents for inventions and utility models. Vladimir Savitsky, also a Doctor of Technical Sciences, received the same order.
Doctor of Historical Sciences Olga Sukhova was awarded the Medal of the Order "For Services to Penza Oblast," II degree.
In total, over 40 scientists received awards. The Governor noted that their work is not just a job but a calling.
"Those who choose this field are creative, inquisitive, intellectually developed individuals ready to work with full dedication. I am convinced that Penza universities possess enormous potential that will certainly be realized," concluded Oleg Melnichenko.
